Operations Board Controller: Rail Movement Control
Responsibility for the safe control and management of all train movements into and out of the tunnel. Provide continuous monitoring, tracking and authorization of train movements during the shift based in the OBC Control Cabin. Manage the Track Work Permit system.
- Ensure compliance with all project specific Health, Safety and Environmental plans and procedures.
- Responsibility for managing and controlling all train movements on the surface and the tunnel in accordance with the Mass Transport Plan and Control and Operation of the Construction Railway RAMS.
- Authorize and record in an operations log all train movements on single-line track between crossings.
- Operate under the direct supervision of the Pit Boss and coordinate with the Yard Ganger and Tallyman.
- Manage, control and authorize train movements and personnel movements as the Permit Holder of the Track Work Permit.
- Operation of the Manchester Gate for runaway prevention at the ramp location near pit top.
- Monitoring of the Locomotive tracking system
- Monitor all communications on the tunnel radio – Loco Channel - for the locomotive operators and track working teams.
- Monitor the tunnel CCTV camera displays and the locomotive tracking outputs and maintain a real-time manual mimic board with all train positions.
- Conduct a live shift hand-over.
- Understand all Health & Safety procedures, including but not limited to:
- Tunnel Access Control Procedure
- Tunnel Track-Works Procedure
- Tunnel Evacuation Procedure
- Emergency Preparedness and Response Plan for the Tunnel
- Provide assistance to the “Person-in-Charge” and “Incident Controller” during any incident or emergency response on site.
- Report any incidents in the tunnel to the Pit Boss and PIC.
- Promote safety initiatives through observation and positive intervention cards.
- Other duties as delegated by the Tunnel Pit Boss.
Possess a willingness to undertake over tasks out with of role and have a keenness to take on training.
TBM, Tunnelling, mining experience on large scale projects.- essential
